Copy of a Despatch from Governor Sir George Gipps to Lord Glenelg.

My Lord,
With reference to the latter part of your Lordship’s Dispatch,
No. 46, of the 14th December 1837, I have the honour to report to your
Lordship that Mr. J.D. Pinnock arrived in Port Jackson on the 1st of
July, but as the vessel in which he came, the “Amelia
Thompson,” had
to perform quarantine, he did not reach Sydney until the 23d of July.
I have appointed Mr. Pinnock agent for emigration, agreeably to your
Lordship’s intentions, and have assigned to him a salary of 500l.
a year, subject, however, to your Lordship’s approval, and on
the understanding that the appointment may not possibly prove a permanent
one.

My Lord,
I beg leave to recommend to your Lordship, that a Government emigrant
ship should, as soon as possible, be sent to Port Philip, and that another
should follow after a lapse of four or five months.
A mixed company of emigrants, partly mechanics and partly farm labourers,
would be most acceptable; and the mechanics should consist principally
of carpenters, bricklayers (not masons), and smiths.
The settlement of Port Philip is, I am happy to say, rapidly advancing;
the first sale of land for agricultural purposes took place on the
12th instant, when the prices realized far exceeded my expectations.
I enclose for your Lordship’s information a return of all the
land that has been sold since the settlement was first established.
The number of inhabitants of all descriptions is supposed now to exceed
3,000 of whom, however, a considerable number are convicts, as it has
been found impossible to prevent prisoners being taken there, notwithstanding
the desire expressed by your Lordship to limit the number as much as
possible; and I must respectfully express an opinion, that if it had
been intended to prevent altogether the assignment of convicts in that
part of the territory, it would have been better to have made it a
separate government.

Sir,
I have the honour to acknowledge your letter of the 2d instant, enclosing
a report from Sir George Gipps on the progress of the settlement of Port
Philip, in which it is recommended that two emigrant ships should be
sent to that quarter; the first to sail as soon as possible, and the
second to follow after a lapse of four or five months.
I beg leave to state, for the information of the Marquess of Normanby,
that all the earlier ships which it is proposed to despatch in April,
are already engaged for Sydney; but that I have taken measures for
effecting an arrangement by which a party of emigrants will be enabled
to start from Greenock on their voyage to Port Philip in the latter
part of May, and that I shall have it in my power to despatch a second
vessel to the same place in the autumn, in conformity with the recommendation
of Sir George Gipps.
I would suggest that the present information should be communicated
to the Governor in reply to his despatch.

Opinions of the Colonist as to raising Money by Loan for assisting Emigration.
To the Honourable the Committee of the Legislative Council appointed
to consider the Question of Immigration.
New South Wales, September 1839.
My Lord and Gentlemen,
Aware that your honourable committee is desirous of eliciting the opinions
of the colonists with reference to the all-important subject you are
now engaged in considering, we deem that it will be no less acceptable
to you than it is a duty incumbent upon us that we should express our
sentiments regarding the proposed measure of raising in England a sum
of money on loan, at a low rate of interest, in anticipation of future
sales of colonial waste lands, such money to be applied in the introduction
of the largest number of properly selected emigrants from the mother
country that the amount will admit of.
We therefore beg leave to state that, having attentively considered
the proposed measure, we conceive it to be the only practicable and effectual
means whereby a supply of labouring population at all commensurate with
our urgent wants can be obtained, without which the colony must inevitably
retrograde, and one from which inestimable benefits would be derived
both by this colony and the parent state.
We are not unaware that an objection to the proposed measure had been
entertained, founded on the apprehension that in the administration of
so extensive a fund a wasteful expenditure or an unwise misapplication
of the money might take place; but we do not regard this as a valid or
sufficient objection; the wisdom of the legislature must provide against
the occurrence of errors so vitally destructive.
It is doubtless essential to the success of the measure that the funds
to be raised should be exclusively appropriated to the object in view,
and disbursed with the strictest regard to economy, as well as that the
whole proceeds of the sales of waste lands in this colony should henceforward
be exclusively applied, first, in redeeming the debt to be incurred,
and, secondly, in procuring the introduction, at the least expense, of
the largest possible number of properly selected emigrants; and it is
only in the presuasion [sic] that these objects will be effectually provided
for that we respectfully beg leave to recommend the proposed measure
to the favourable consideration of your honourable committee and of his
Excellency the Governor.
